DVV international: Working with partners to transform the Adult Education system in Sri Lanka
DVV International Country office Sri Lanka has made significant steps in engaging stakeholders to strengthen the Adult Learning and Education (ALE) system in Sri Lanka.
One of the organization's primary objectives is to ensure quality and sustainable ALE service delivery for all youth and adults in Sri Lanka. DVV International uses the ALESBA (Adult Learning and System Building Approach) across five phases, starting with consensus building among key government stakeholders as a first step. To facilitate consensus building and an understanding of the current system’s functioning, DVV International has conducted extensive research, including feasibility studies, desk and field research, national dialogue forums, and think tanks workshops to gain a deeper understanding of the sector's needs and challenges. By engaging with government agencies, civil society organizations, and universities, DVV International has fostered collaboration and built consensus around the importance of strengthening the ALE system.
A key finding of DVV International's research is the need for a more integrated and innovative approach to ALE in Sri Lanka. The organization has identified a lack of infrastructure and staff capacity, as well as the absence of a comprehensive lifelong learning continuum, as significant barriers to accessing ALE services.
It also highlighted the specific needs of rural youth and young adults who are not in employment, education, or training (NEETs). These individuals often face limited opportunities and require tailored ALE programs to support their livelihoods and career aspirations. DVV International has been instrumental in advocating for the inclusion of NEETs in the country's ALE plans and advocated for a collaborative approach that involves government agencies at different levels working together to deliver targeted and effective ALE programs.
DVV International's is looking forward to start the next steps with stakeholders and partners for the development of a more sustainable and inclusive adult learning and education system.
