DVV International Sri Lanka, in partnership with the National Enterprise Development Authority (NEDA), is seeking qualified consultants, consulting firms, research institutions, or multidisciplinary teams to undertake a consultancy assignment for the development of an MSME Graduation Pathway and a series of operational guidebooks to strengthen entrepreneurship and enterprise development services in Sri Lanka.
Micro, Small and Medium Enterprises play a vital role in employment creation, local economic development, and community resilience. While many support programmes exist to assist entrepreneurs in starting and managing businesses, there is a growing need for a structured and practical approach that supports enterprises to progress systematically from micro-level operations towards higher levels of growth and sustainability.
This consultancy will contribute to the design of a nationally relevant MSME Graduation Pathway, including enterprise progression standards, benchmarking criteria, coaching, mentoring and advisory service frameworks, and practical implementation tools for entrepreneurs and support service providers.
The assignment will involve research, stakeholder consultations, framework development, validation processes, and the preparation of guidebooks and operational manuals to support future implementation and scaling.
Qualified applicants with experience in MSME development, entrepreneurship promotion, business development services, coaching and mentoring systems, enterprise growth frameworks, and related fields are encouraged to apply.
